Because otherwise he's not able to change the open_basedir-settings for the default subdomain.

As an admin you can only turn it on/off, but not choose between document root and customers home dir.

And why is this intended for the default subdomain and differs from other domains? 

In case of any misconfiguration by the customer in its Domains, this Std subdomain always points to the customers docroot. It is not meant to be used as "normal" (Website)Domain nor Email Services.
