How to enforce strong passwords for mail accounts?

I would like to force strong passwords upon the mail users (mail accounts being created with froxlor,
in this case v.0.9.39.5 , on Debian Stretch).

What's the best way to go about it? ... cracklib ... ?

Recommendations or experiences, anybody? I looked for "password strength" and "cracklib" here, but
to no avail.

You can specify min length, requirement of lower/uppercase, numbers and special characters in the settings
