403 Forbidden error on web install

Hi, im running apache2 and a fresh install of debian11. I downloaded froxlor but when i go to http://[myip.com]/froxlor, it gives me a 403 error. I tried using my ip AND the actual website, but they both gave me the same 403 forbidden page. I tried giving permissions to my /var/www/html file, but it didnt work. I have PHP installed, so running index.php is not the issue, and I am stumped.
