Fixed.
For anyone else running in to this issue, it was SELinux and can be fixed with the below commands.
chcon -R -t httpd_sys_rw_content_t /var/www/html/ semanage fcontext -a -t httpd_sys_rw_content_t "/var/www/html/(/.*)?"
